Jeffrey A. Keen

Jeffrey A. Keen serves as Senior Vice President of Federal Civilian Programs at Xcelerate Solutions, where he leads strategy, operations, and new business initiatives across the company’s federal civilian portfolio. In this role, he oversees program delivery and business development efforts supporting Federal Civilian agencies, helping organizations modernize technology environments and enhance mission performance.

Jeff brings over 20 years of leadership experience in federal contracting, program management, and strategic business growth. He has extensive expertise managing large, complex programs that deliver enterprise IT services, cloud modernization, infrastructure operations, cybersecurity, and mission support across the federal government.

Prior to joining Xcelerate, Keen served as Senior Vice President of Federal Civilian Enterprise Solutions at CACI, where he supported the integration of Applied Insight following its acquisition and helped lead the company’s civilian enterprise IT portfolio. Previously, he was Senior Vice President and General Manager at Applied Insight, leading programs supporting agencies including the Department of Homeland Security, Federal Bureau of Investigation, U.S. Marshals Service, U.S. Courts, U.S. Capitol Police, and U.S. Coast Guard.

Mr. Keen holds a Bachelor of Science degree from Virginia Tech and is a certified Project Management Professional.
