As Executive Vice President of Sales, Steve spearheads Xcelerate’s capture, business development, and proposal organizations. Steve is uniquely qualified for this role with over 27 years of experience driving business growth, expanding markets, and transforming operations in the Defense and Intelligence sectors. Mr. Cubarney joined Xcelerate with a proven record of building high-performing teams, developing innovative strategies, and securing multi-billion-dollar contracts. His expertise includes strategic planning, capture management, business development, process improvement, and solution innovation, enabling him to effectively translate vision into action in fast-paced, high-stakes settings.

Throughout his accomplished career, Steve held executive positions at Guidehouse, IBM, Accenture, and Berico Technologies, where he delivered sustained growth and competitive advantage by penetrating new markets and leading end-to-end captures that exceeded $8B in combined ceilings and more than $350M in new revenue. Mr. Cubarney is recognized for versatility and adaptability across diverse domains, from advanced analytics and cloud integration to cyber operations and supply chain transformation. As a consistent high performer at industry-leading and innovative solutions firms, Steve is committed to enhancing Xcelerate’s mission impact, developing talent, and providing high-value solutions for our national security clients. Steve has held Board positions with multiple Defense Associations, is a certified Lean Six Sigma Black Belt, and holds a BA from The Catholic University of America.
